Position Summary:

OVERVIEW
JLL is currently seeking a Regional Facilities Manager (RFM) to join our account team in Brooklyn, NY.  This position is a key leader on the account core team who is responsible for ensuring quality delivery of facility management operations and will interact with the client and JLL senior leaders, managing a portfolio of several million square feet.  This results-oriented individual will ensure all contract deliverables are met or exceeded, including operational up time, cost savings initiatives, energy consumption reduction initiatives, service improvements and the introduction of best practices and innovations.  The Regional Facilities Manager will manage a portfolio of commercial office and critical facilities of several million square feet.  The successful candidate will have significant experience in engineering, financial and people management.
 
SUMMARY
The RFM functions as the professional-in-charge of the assets under management and is responsible for all aspects of client and tenant satisfaction.  Of specific importance is achieving stated financial results and operating objectives (capital improvements, system enhancements, tenant satisfaction, etc.)
 
The RFM is responsible for working directly with the team / client to ensure a thorough understanding of its investment objectives and the development of acceptable property-specific strategic and operating capital plans.  Once developed and approved, the RFM must oversee the implementation of approved initiatives and programs by managing and coordinating the efforts of the senior facility managers and property team (i.e. day-today operations, vendors, contractors and JLL employees).
 
In addition the RFM will be responsible for the management, supervision and professional development of all building personnel (i.e. Senior Facility Managers, Facility Managers, Coordinator, Chief Engineer and staff).  The RFM is responsible for representing JLL in the local and regional business and real estate community in order to promote JLL’s reputation and capabilities to prospective tenants and clients.
 
ESSENTIAL FUNCTIONS

  • Manages day-to-day operations per the JLL MSA related to Client interactions with; local JLL support team, construction / maintenance planning and reporting activities, Client’s technical service manager (TSM), project manager, third party support under JLL management, contractors / vendors performing work in a critical space, and third party landlord as applicable.
  • Contract management of services (snow removal, janitorial maintenance, landscaping, parking lot maintenance, exterior lamping or other interior/exterior services) as applicable to Client/JLL service agreement.
  • Assures compliance with JLL Management audit programs; IRGA, EOPM, ESCP, etc., site policies, procedures and standard practices. Works with the FM / team on alignment and delivery.
  • People Management.  Establishes written performance objectives for employees reporting directly to RFM.  Develops training programs and career paths, and assures succession planning.
  • Makes periodic tours of the interior/exterior of sites. Inspects facilities and equipment.
  • Assures all building inspections are completed on time, and scheduled PMs and Work Orders are completed as per the MSA/SLA.
  • Manages 360 Facility reactive work orders / facility service requests (FSR) at the site level. Actively participates in implementation of 360 Facility tenant work order system.  Proactively meets with tenant representatives on a scheduled basis.  Monitors effectiveness of 360 Facility operation to ensure all client needs are being met.
  • Customer relationship management.  Discusses any recommended changes to the overall program and the financial impact on facilities operations. Work with team on results / expectations.
  • Manages the site operating budget (OPEX and CAPEX) documentation and works with SFM on submitting the final budget plan.
  • Reviews and updates financial reports to incorporate into monthly, quarterly and annual financial tracking process.
  • Develop and Implement “Saving Strategies” as per the communicated requirements by Account Manager.
  • Manages, prepares and submit for bidding all vendor agreements as applicable and in compliance with Client/JLL requirements.  Works with Sourcing Manager, regarding contract scope reductions/changes as applicable and in compliance with Client/JLL requirements.
  • Manage compliance of required local, state and federal laws and regulations
  • Respond to emergency calls, events outside normal working hours.
 
EDUCATION AND EXPERIENCE
  • College degree or equivalent work experience in facilities management.
  • Minimum 10 years of experience in Facilities, Property Management, & Operations.
  • Proven record of success managing multiple sites and a large portfolio (10+ million sq. ft.)
  • Extensive mechanical, electrical, & plumbing knowledge of commercial facilities.
  • Fundamental skills and understanding of critical systems needed to support Data Center and other critical facility operations (i.e. emergency generators, UPS, power distribution systems, HVAC, Life Safety systems, etc.)

  • Excellent interpersonal, communication, presentation and negotiation skills.
  • Proficient in use of Building Management Systems, CMMS, MS Office, Visio.
