Director of Operations

Position Summary:

OVERVIEW
This position is responsible for managing all aspects of the day to day MEP operations and Critical Systems for the CLIENT - the cost effective, safe and efficient operation of Client’s facilities, achievement of all MEP Key Performance Indicators including the responsibility for general oversight of the capital and expense budgets as they relate to MEP Operations.
 
ESSENTIAL FUNCTIONS

  • Provides, MEP oversight, Critical Environment Management and efficiency.
  • Directs, coordinates, oversees and evaluates the activities of Chief Engineers, Assistant Chief Engineers, Operating Engineers, Maintenance personnel, consultants and contractors.
  • Informs GM and/or AGM, and Area Chief Engineers of any conditions affecting critical systems and general MEP Operations
  • Responds to the needs of Client’s, MEP Manager, Work Flow Manager, Director of Critical Systems, GM, Property Managers and the property team.
  • Maintains responsibility for preventative maintenance, inventory control, contracted CEM maintenance and technical proficiency of the engineering team.
  • Protects and improves the value of Client’s infrastructure.
  • Ensures machinery and systems meet or exceed their rated lives with maximum efficiency.
  • Prepares the Technical Services Operations audit to meet and exceed performance levels.
  • Acts as a liaison between JLL and all Local Operating Engineers Unions.
OTHER
  • Organizes & manages all administrative functions (e.g., budget, personnel compensation, training, team productivity, build-outs, pre-occupancy inspections).
  • Supervises all engineering staff activities (e.g., organization of dispatch and response procedures, team development, projects, and activities)
  • Develops building machinery, equipment & systems.
  • Implements JLL engineering policies related to machinery and system operation, vendor and contractor relations, vertical transportation systems, and centrifugal chiller maintenance.
  • Adheres to the performance policies the engineering team must meet in operating the buildings and supporting the management effort. Recognizing that the safety and comfort of all buildings’ occupants is the highest operational priority;  fully supporting policies, procedures, systems and programs instituted by the company, the Managers or CLIENT.
  • Manages or directs the performance of all applicable user service requests received directly, through the SRS System and/or the Datastream 7i systems.  Communicates with the Help Desk Operators to establish the status and to schedule user service requests.
  • Formulates & implements the preventative maintenance program for MEP systems under his direction. Coordinates the input of preventative maintenance information within the computerized maintenance program Reviews status of preventative maintenance work on a monthly basis.
  • Assists in the evaluation of suppliers on regular basis with regard to quality and competitive pricing. Assists in the creation of purchasing specifications and bid packages.
  • Understands the engineering design and operational aspects of each building system.  Recognizes system shortcomings when they occur. 
ADDITIONAL
  • Attains operations audit score matching or exceeding that of the prior year and always meeting the objective set by the Division Engineer, the Regional Manager and the MEP Manager.
  • Assists in the preparation of expense and capital budgets in accordance with the CLIENT’s cost justification guidelines. 
  • Inspects physical conditions of buildings and equipment at least monthly.  Prepares work orders for repairs and requisitions for replacement of equipment, as necessary.  Reports deficiencies and action plan to solve problems to Managers immediately following inspection.
  • Develops and implements emergency response procedures and technical training programs including the Hazard Communication Program and Team Safety Program. Recommends measures to reduce or eliminate fire, safety, and environmental hazards, and oversees the EH&S program management.
  • Coordination of Design and Construction and capital improvement projects. 
  • Maintains efficient use of energy in operating each building by using sound energy management practices in the documented daily sequence of operations.
  • Identifies key industry resources contributing to office building operations and enhancements.  Networks among other LPISC Director of Operations to gain market perspective of operations, user service utility rates, employee wages, etc. 
  • Performs and oversees tests of building systems. 
  • Implement the procurement policy set forth by CLIENT competitively for purchasing all MEP services and contracts to ensure high quality and cost effective services.
 
EDUCATION AND EXPERIENCE
  • 2-year technical degree in HVAC, electrical engineering, or related field.
  • Advanced engineering degree, preferred.
  • Minimum 7 years of JLL engineering experience or equivalent industry experience
  • Minimum 3 years of supervisory experience or experience as a Chief Engineer.
 
KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of building HVAC, electrical, plumbing, automation, and life safety/fire protection systems.
  • Thorough understanding of all building related codes and standards and possess the ability to supervise and direct a staff of at least four people.
  • Knowledge of a variety of manual trades such as carpentry, electromechanical repair, etc.
  • Ability to understand drawings, specifications & various measuring and testing devices is required.
  • Ability to use drawings, specifications, shop math and various measuring or testing instruments.
  • Demonstration of leadership ability, presentation capabilities, and organization skills.
  • Proficient knowledge of MS Office, Delphi, Datastream 7i, SRS and any other software packages implemented at the site.
 
HOURS
  • Flexible hours, which may exceed 8 hours in a day
  • 5days/week or 40hrs/week. 
  • On-call 24 hours a day, 7 days/week, 365 days/year.
